The Idaho Department of Lands (IDL) is recruiting for one (1) Lands Resource Specialist Senior (LRSS) with a specialty of Navigable Waters. This position is located in our Pend Oreille Lake Supervisory Area office in Sandpoint. Applicants applying at the Senior Level should be able to demonstrate a journeyman-level background with the skills necessary to be able to quickly adapt to IDL-specific policies and procedures. Applicants may also apply at the Specialist Level. An applicant hired at the Specialist Level would be expected to quickly and efficiently enhance their existing technical knowledge and training in order to develop, within a defined timeframe, the skills necessary to operate at the Senior Level.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also provide assistance to landowners to manage their forestlands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
Responsibilities:
The primary duty of this Lands and Waterways Resource Specialist Senior position is to administer the Lake Protection Act within the Pend Oreille Lake Supervisory Area through encroachment permitting, submerged land leasing and regulatory enforcement. Duties will include permit and easement term development, contract term enforcement, and natural resource management and analysis. The incumbent may occasionally be requested to help support these activities in other supervisory area offices. Incumbents are responsible for reviewing and processing encroachment permit applications ranging from single-family docks and rip-rap projects to commercial marinas and other jurisdictional activities. Guidance for these activities is provided through existing law and established Department procedures. Project work will also include the development of lease provisions for submerged lands, endowment lands and the enforcement of permit and lease terms. The position requires interaction with outside groups, serving as departmental liaison to industry and local jurisdictions, and interacting with the public to develop understanding, acceptance and support for IDL's regulatory functions and State endowment land management.
Minimum Qualifications:
Experience:
Interpreting and applying state and federal laws, rules and regulations in relation to land management and negotiating contracts, lease terms and agreements
Preparing contract or lease terms based on site specific conditions and proposed operations
Administering contracts including field inspections, compliance reporting, and implementing corrective action as necessary
Evaluating projects and/or data, analyzing alternatives, and making recommendations
Communicating effectively both verbally and in writing as appropriate for the needs of the audience through technical reports, business correspondence, and oral presentations
Providing technical assistance, training, and program information to management, clients or public groups
Interpreting public land survey legal descriptions, aerial photos and topographic and property ownership maps
Using Geographic Information Systems (GIS) to produce maps and analyze spatial data
Performing financial analyses to consider the relative costs and benefits of potential actions or proposals to choose the most appropriate one
Good knowledge of:
Public trust land or other public resource regulation or management
Processes for issuing permits, leases and/or easements
Hydrology, fluvial geomorphology, and riparian soils and vegetation
Some knowledge of:
Land use planning and zoning
Conflict resolution
Public hearing processes
Possession of:
A valid driver's license
Desirable Qualifications:
Possession of a degree in a Natural Resource Science, Geology, or Environmental Engineering
Experience and training with conflict resolution
Experience with permitting or lease administration
Experience with using and managing databases
Experience with oral presentations or public speaking

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
